Physical Audits / Cable System Valuation

International auditing sometimes presents additional challenges. Governmental and legal infrastructures do not always ensure the same level of financial reporting requirements. Programmers face additional hurdles in enforcing their affiliation agreements, including audit clauses and required documentation. Adequate legal remedies are not always available. As a result, an accounting audit is not always sufficient to properly determine subscriber or system valuation.

Physical Audits may be necessary in the absence of reliable subscriber billing documentation. With the assistance of an experienced engineer, CAA performs the following additional procedures as necessary:

  • A walkout of the system network to determine the location of the trunk lines
  • Identification of the network components including nodes, amplifiers and taps
  • Physically counting subscribers at the tap to project system subscribers
  • An audit of the System’s headend to verify the channel lineup, packaging and addressable subscribers
  • Mapping of the system’s trunk lines, nodes, amplifiers and taps counted using GPS technology
  • Piracy detection
